Service Description

To have the Rule of Law, it is not enough to have laws and enforce them. Nazi Germany had laws and enforced them, but it did not have the Rule of Law. To have the Rule of Law, a nation must have a supreme law that establishes structures and institutions, that limits government powers and protects the people from unrestrained exercise of governmental powers. In other words, the Rule of Law is the bulwark of freedom. The structure and institutions of the Rule of Law cannot endure without courts that preserve them, elected officials who protect and defend them, and steadfast allegiance by the nation's people. Our presenter, Retired Judge Russell Carparelli, will provide a detailed description of the Rule of Law and what is necessary for its preservation. Russell Carparelli served as a judge of the Colorado Courts of Appeals. He is a graduate of the U.S. Air Force Academy, served 20 years on active duty as an Air Force officer, was a judge of the Air Force Court of Criminal Appeals, and retired from the Air Force in the grade of Lieutenant. He is also a graduate of the University of Denver Sturm College of Law. He is a frequent speaker on a variety of topics including the Rule of Law, the Constitution, the Federal and State Judicial Systems, professionalism and civility. His public service and activities have earned him a long list of awards. He resides in Castle Rock with Susan, his wife of 44 years.
